Restrict base settings

The first-level settings (that will be shown in the sidebar in the future) are settings like every other setting, i. e. the sidebar can also contain settings like switches (bool) or selections (selection). But it should only contain section buttons/links, such as General or Appearance.

Update the settings validator so that it no longer accepts other settings than sections as first-level settings.
